No hace los respectivos "wait" y hace un solo restart.

wait10, wait50 etc etc no existen dentro del CS. Tienes que definirlos con un alias.
Añade esto hasta arriba de tu cfg:

El problema sigue no hace los restarts correspondientes el servidor es de 20000fps y ahi dice esto

Que sentido tiene tener esa tasa de fps, con esos 2 módulos mmtimer y winhl lo que vas a lograr es altas temperaturas al cpu o un crash al proceso hlds.

Era cambiar w5 por wait5, prueba con esto al inicio de tu cfg.
